Requires the City Council to fill any Mayor vacancy within 90 days following the date the vacancy occurs, rather than an unspecified timeframe.

Changes City Clerk appointment authority from the City Council designating the City Manager as City Clerk to the City Manager directly appointing a City Clerk who serves at the City Manager's pleasure.

Authorizes the City Manager to appoint or delegate deputy City Clerks with full authority to exercise any powers and duties of the City Clerk position as specified by the City Manager.

Repeals Section 3.12 of the City of Morganton Charter and makes technical clarifications to pronoun usage and language throughout the charter document.

Updates provisions regarding boards and commissions to clarify voting authority and removal procedures for board members.
