Appropriates $1,000,000 in recurring funds from the General Fund to the Department of Public Safety for each fiscal year of the 2021-2023 biennium.

Allocates $500,000 as a grant to Wilkes Recovery Revolution, Inc., to maintain and support the R3 Recovery Community Center in North Wilkesboro.

Allocates $500,000 as a grant to Partners Health Management (LME/MCO) to support an Early Diversion Program for nonviolent misdemeanants needing mental health and substance use screening, evaluation, and treatment.

Requires the Department of Public Safety to report on fund usage to the Joint Legislative Oversight Committee on Justice and Public Safety during the 2023 Regular Session.

Becomes effective July 1, 2021.
