Establishes the permanent Increasing Meat and Seafood Production and Capacity (IMSPAC) grant program administered by the Department of Agriculture and Consumer Services to strengthen meat and seafood processing industries in North Carolina.

Authorizes four grant categories: capacity enhancement grants (up to $500,000), workforce development grants (up to $100,000), planning grants (up to 5% of funds), and new facility development grants (up to $1,000,000).

Requires matching funds from recipients: $1 state match for every $2 in grants for capacity, workforce, and planning grants; and $1 state match for every $1 in grants for new facility development grants.

Appropriates $10,000,000 from the Coronavirus Relief Fund for fiscal year 2021-2022 and $40,000,000 from the General Fund for the same period, with restrictions limiting seafood processor grants to 35% of funds and new facility development grants to 50% of funds.

Includes clawback provisions requiring new facilities to remain in service for a minimum of five years and equipment to remain in service for a specified period, with proportional repayment of grants if these conditions are not met.
