House Bill 183 Summary

• Requires the Juvenile Justice Section of the Division of Adult Correction and Juvenile Justice to ensure all juvenile court counselors and Division personnel receive annual minority sensitivity training.

• Shifts responsibility for creating, implementing, and evaluating juvenile minority sensitivity training from the Department of Justice to the Juvenile Justice Section of the Department of Public Safety, effective October 1, 2021.

• Requires the Department of Justice to develop guidelines for minority sensitivity training focused on teaching effective communication with minority juveniles and improving equal treatment in the juvenile justice system.

• Adds a new duty for juvenile court counselors to follow directions from the Juvenile Justice Section, in addition to existing duties directed by the court or chief court counselor.
