Establishes that inclusion of real property in a non-financially-constrained comprehensive transportation plan is not a material fact requiring disclosure in real estate transactions.

Applies to all property conveyances, leases, exchanges, and other real estate transactions listed in G.S. 47E-1(1)-(4).

Prohibits parties and agents from knowingly making false statements regarding a property's inclusion on any transportation plan.

Amends G.S. 47E-4 to clarify that such inclusion is not a required disclosure, with the same prohibition on knowingly false statements.

Becomes effective October 1, 2021, and applies to claims for relief filed on or after that date.
