Repeals Article II of Chapter 90 of the General Statutes, eliminating certain abortion restrictions and regulations in North Carolina law.

Expands who can perform abortions to include physician assistants, nurse practitioners, and certified nurse midwives in addition to physicians, and extends liability protections to these providers.

Modifies the definition of "medical emergency" for abortion access to include conditions where delay would create serious risk of substantial and irreversible physical impairment of a major bodily function, excluding psychological or emotional conditions.

Repeals restrictions on abortion coverage in the State Health Plan for Teachers and State Employees (G.S. 143C-6-5.5) and in private insurance plans, requiring coverage for all abortions rather than limiting coverage based on state funding restrictions.

Removes abortion coverage restrictions for county and city employees, allowing these governments to provide the same abortion coverage as the State Health Plan rather than maintaining more limited coverage mandates.
