Summary of House Bill 19

• Removes the 10% satellite annexation cap for 27 cities and 73 towns in North Carolina, allowing these municipalities to annex noncontiguous areas without size restrictions.

• Cities exempt from the satellite annexation cap include Asheboro, Durham, Gastonia, Greenville, Hickory, Roanoke Rapids, Salisbury, Statesville, and Washington, among others.

• Towns exempt from the cap include Apex, Fuquay-Varina, Garner, Holly Springs, Huntersville, Knightdale, Morrisville, Rolesville, Wendell, and Youngsville, among others.

• Previously, noncontiguous areas proposed for annexation could not exceed 10% of a municipality's primary corporate limits when combined with other satellite corporate limits.

• Effective immediately upon becoming law, ratified August 9, 2021.
