Revises the Town of Rowland's charter to require that vacancies in elective offices be filled by appointment of the Town Board under G.S. 160A-63, rather than by special election in most cases.

Eliminates the special election process for Rowland vacancies, except when a vacancy occurs after the filing deadline in the year a term expires.

Extends the Mayor's term in the Town of Red Springs from two years to four years, effective in 2021 and quadrennially thereafter.

Maintains existing qualifications for office in Rowland, including requirements that officials not be more than 30 days delinquent in payments to the town, have no felony convictions, and attend required board meetings.

Makes Section 1 effective upon enactment for future vacancies, while the Red Springs provision takes effect immediately upon enactment.
