Creates new criminal offense in North Carolina General Statutes § 90-413 for health care providers who knowingly and willfully destroy, alter, or falsify medical records.

Classifies destruction, alteration, or falsification to conceal provider errors causing patient injury or death as a Class H felony.

Classifies falsification to unlawfully obtain money or other things of value as a Class I felony.

Classifies falsification to conceal material facts relating to potential claims or causes of action as a Class A1 misdemeanor.

Becomes effective December 1, 2021, and applies to offenses committed on or after that date; does not eliminate civil remedies for affected parties.
