Amends Section 5 of S.L. 2011-412 to allow the Secretary of Environmental Quality to grant waivers for additional connections to bond-funded waterlines in WS-I areas or critical areas of WS-II, WS-III, and WS-IV designated zones.

Requires that the existing bond-funded waterline has sufficient design capacity and size to accommodate additional connections before a waiver is granted.

Permits additional connections for two purposes: addressing existing threats to public health or water quality, or providing water to habitable structures on lots zoned for residential use or mixed-use development.

Eliminates the requirement that habitable structures must have existed on the lot at the time the bond-funded waterline was constructed.

Became effective June 16, 2021, and applies to all waiver requests submitted on or before that date.
