Allows North Carolina sheriffs to issue lifetime concealed handgun permits in addition to the existing 5-year fixed duration permits.

Applicants may choose either a fixed duration permit or lifetime permit when applying or renewing, with lifetime permits bearing a clear indication on the face and having no expiration date.

Lifetime permit holders may apply at any time to have their permit reissued as a fixed duration permit.

Permit application fees remain $80 for new applications and $75 for renewals or reissuances, with the same fee structure for retired law enforcement officers ($45 application, $40 renewal).

Becomes effective December 1, 2021, and applies to all permits issued or renewed on or after that date.
