Prohibits judicial officials from imposing cash bail as a condition of pretrial release for defendants charged only with Class 2 misdemeanors, unless the official makes a written finding that the defendant poses a danger to persons, will destroy evidence, or will fail to appear in court.

Requires judicial officials to first consider non-monetary conditions of release (such as supervised release) before imposing cash bail on defendants charged only with misdemeanors, including Class 1 or A1 misdemeanors.

Mandates that judicial officials document in writing their reasons for rejecting non-monetary conditions and imposing cash bail instead for misdemeanor-only defendants.

Becomes effective December 1, 2021, and applies to pretrial release conditions imposed on or after that date.
