Authorizes law enforcement to request call location data (GPS, triangulation, and per-call measurement data) from wireless service providers during emergency situations involving imminent risk of death or serious physical harm without prior court authorization.

Limits requests to the highest ranking person on duty for a law enforcement agency or public safety answering point, and restricts data requests to only the amount reasonably necessary to prevent the emergency.

Requires law enforcement agencies to apply for a superior court order within 72 hours of requesting call location data to retroactively approve the emergency disclosure based on findings that an emergency existed and only necessary data was sought.

Provides civil and criminal immunity to wireless service providers who disclose call location data in good-faith reliance on law enforcement representations and in compliance with this section.

Requires all wireless service providers registered in North Carolina to submit emergency contact information to the State Bureau of Investigation annually by June 15, with the State Bureau maintaining a database available to public safety answering points statewide.

Becomes effective July 1, 2021.
