Appropriates $3,000,000 in recurring General Fund dollars for fiscal year 2021-2022 to NC A&T State University for agricultural research and cooperative extension activities, matching federal funds on a 1:1 basis as required by the National Agricultural Research, Extension, and Teaching Policy Act of 1977.

Directs the General Assembly to appropriate additional State funds in subsequent fiscal years as necessary to maintain at least a 1:1 nonfederal-to-federal match for agricultural programs to ensure federal law compliance.

Appropriates $7,500,000 in additional recurring General Fund dollars for fiscal year 2021-2022 to support NC A&T State University's doctoral programs in computer science, engineering, energy and environmental systems, education, agriculture, and rehabilitation counseling.

Specifies that doctoral program funds support new faculty positions and graduate student services.

Becomes effective July 1, 2021.
