• Directed infrastructure grant recipients must submit complete funding requests with eligible project budgets by June 30, 2023, or their allocations fully revert and are reallocated; partial reversion occurs if submitted budgets are less than allocated amounts.

• Authorizes stream debris removal funds to support other flood mitigation strategies prioritized through the Flood Resiliency Blueprint, expands the use of funds beyond targeted river basins.

• Requires Department of Environmental Quality to study expedited permitting approaches under the express permit review program and fast-track stormwater permitting program, with findings due to the Joint Legislative Oversight Committee by December 31, 2022.

• Allows permitted wastewater discharges to surface waters with naturally occurring low dissolved oxygen levels, limiting discharge-caused reduction to 0.10 mg/l below the approved modeled in-stream level for new or expanded facilities.

• Modifies mining permit notice requirements to limit notification to only newly added land for permit modifications and clarifies that permit decision dates are when the Department posts decisions on a publicly available website; revises Coastal Area Management Act hearing notice requirements to align with local government standards.
