Creates a new registration system for interior designers under the existing Board of Architecture, renamed the Board of Architecture and Registered Interior Designers.

Expands the Board from 7 to 10 members, adding three registered interior designer members and one additional public member alongside the five architect members.

Defines "interior design" to include reflected ceiling plans, space planning, furnishings, and nonstructural elements, explicitly excluding structural work, means of access changes, and life safety modifications.

Establishes registration requirements for interior designers including NCIDQ certification or licensure as an architect, with authority to sign and seal interior construction documents and submit permits.

Sets registration and renewal fees for interior designers ($100-$300 for applications and reciprocal licenses; $150-$200 annual renewals) and increases architect fees; implements effective January 1, 2022.
