Adds the towns of Banner Elk and Spencer to the list of municipalities authorized to regulate utility vehicles on public streets and roads within their jurisdictions.

Allows these towns to require utility vehicle registration, specify authorized operators, and establish required equipment and load limits by ordinance.

Permits towns to regulate the hours and methods of utility vehicle operation on public streets and roads.

Effective upon ratification on July 26, 2021.
