Creates a new 5% distribution of tax proceeds to cities and counties that provide plastics recycling services, with funds usable solely for plastics recycling and food service ware waste reduction programs.

Reduces distribution to the General Fund from 12.5% to 7.5% to accommodate the new plastics recycling fund allocation.

Requires state departments, institutions, agencies, community colleges, and local school administrative units to annually report to the Department of Environmental Quality on recycled content purchases and materials collected for recycling by October 1.

Directs the Joint Legislative Oversight Committee on Agriculture and Natural and Economic Resources to study food service ware waste, including environmental impacts, recycling markets, other states' legislation, and disability impacts, with findings due to the 2022 General Assembly.

Mandates the Division of Services for the Blind to implement a pilot program eliminating single-use food service ware at five state-operated food service establishments and requires the Legislative Services Officer to reduce food service ware use in General Assembly facilities, with preliminary reports due September 1, 2021 and final reports by March 1, 2022.
