Directs the Legislative Research Commission (LRC) to conduct a comprehensive study on the availability of affordable housing in North Carolina

Requires LRC to examine current affordable housing availability in metropolitan and rural areas, existing federal/state/local subsidies and programs, and challenges facing those needing affordable housing

Mandates LRC assess local governments' ability to leverage existing laws and resources including nonprofit and for-profit partnerships, evaluate best practices from other states, and examine cost-saving potential of energy efficiency standards and modular/mobile home units

Requires LRC to report its findings and any proposed legislation to the 2022 Regular Session of the General Assembly

Becomes effective upon enactment
