Defines "skimming device" as a self-contained device designed to read and store financial transaction card information from a computer chip, magnetic strip, or other storage mechanism, and incapable of processing that information to obtain goods or services.

Prohibits knowingly possessing, selling, or delivering a skimming device in North Carolina.

Exempts employees, officers, and agents of law enforcement agencies, State or federal courts, government agencies or departments, and financial or retail security investigators employed by merchants when acting within the scope of their official duties.

Becomes effective December 1, 2021, and applies to offenses committed on or after that date.
