Changes Lincoln County Board of Education elections from nonpartisan to partisan beginning in 2022, with candidates nominated at the same time and manner as other county officers.

Establishes staggered election schedule with three members elected in 2022 and quadrennially thereafter, and four members elected in 2024 and quadrennially thereafter, all serving four-year terms.

Requires candidates to file notice of candidacy with the Lincoln County Board of Elections during the period from noon on the first Monday in June through noon on the first Monday in July, with a $10.00 filing fee.

Preserves terms of all members elected in 2018 or 2020 under the previous nonpartisan system; vacancies for those positions filled by appointment until the next election.

Beginning in 2022, vacancies on the Board elected on a partisan basis shall be filled by appointment by remaining Board members in accordance with G.S. 115C-37.1.
