Requires energy consumption per gross square foot in all State buildings to be reduced by 40% by 2028, based on 2002-2003 fiscal year baseline (previously targeted 30% by 2015).

Mandates State agencies and institutions of higher learning turn off lighting in unoccupied interior spaces and flood lighting from midnight to 6:00 A.M., unless required for safety, emergency, or insurance purposes.

Increases energy-efficiency standards for major facility construction projects from 30% to 40% less than ASHRAE 90.1-2004 baseline and for renovation projects from 20% to 30%.

Increases indoor potable water use reduction standards from 20% to 30% for both construction and renovation projects, with 50% reduction required for outdoor potable water use in new construction.

Requires State agencies and institutions to conduct feasibility analyses by October 1, 2022 for buildings over 20,000 square feet and by October 1, 2027 for buildings over 10,000 square feet, with energy savings contracts required to have payback within 10 years.
