Adds "driving while license revoked for impaired driving" under G.S. 20-28(a1) to the definition of "offense involving impaired driving" under G.S. 20-4.01(24a).

Clarifies that judges (not juries) determine whether prior convictions and certain other factors exist when sentencing for impaired driving offenses.

Establishes that each license revocation pursuant to G.S. 20-28(a1) in effect at the time of the offense is a separate grossly aggravating factor for sentencing purposes.

Requires sentencing judges to impose Aggravated Level One punishment if three or more grossly aggravating factors apply, Level One punishment if the factor involving children applies or two other grossly aggravating factors apply.

Becomes effective December 1, 2021, and applies only to offenses committed on or after that date.
