House Bill 252 Summary

• Requires bail bondsmen, professional bondsmen, and runners to be legal residents or documented citizens of the United States and pass an examination within 30 days of application eligibility.

• Modifies bail bond forfeiture procedures to allow forfeitures to be set aside under nine specified circumstances, including when a defendant dies, is incarcerated, is served with an arrest order, or when notice of forfeiture is not provided within 30 days.

• Recodifies vehicle tampering offense from G.S. 20-107 to G.S. 14-160.4 and authorizes state concurrent jurisdiction over juvenile offenses committed on U.S. military bases when federal authorities waive exclusive jurisdiction.

• Expands the definition of "federal law enforcement officer" to include all special agents of the Department of Defense and allows them to assist state and local law enforcement upon request.

• Clarifies district court judge vacancy elections to occur at the next General Assembly election more than 60 days after the vacancy, with procedures for candidates to file within seven days of the vacancy and submit economic interest statements within 10 days.
