Amends Section 30 of Article I of the North Carolina Constitution to remove the prohibition on carrying concealed weapons and establish a right to carry any legal weapon for self-defense, either openly or concealed, with or without a permit.

Restricts this right to United States citizens who have not been indicted or convicted of a violent crime or possession/distribution of a controlled substance, and who have not been adjudicated mentally incompetent.

Prohibits carrying weapons on public or private property that is legally posted against it.

Maintains an optional concealed carry permit system for purposes of reciprocity with other states and firearm purchases, but eliminates the requirement for law-abiding citizens to obtain a permit to carry concealed weapons.

Submits the constitutional amendment to voters at the 2022 general election, with the amendment becoming effective upon majority approval and certification by the Secretary of State.
