H259 - Election Integrity Act

• Requires all voting systems used in North Carolina elections, including software, be manufactured in the United States by U.S.-based companies, effective January 1, 2022 for new system acquisitions.

• Codifies United States citizenship as a requirement for jury service and allows chief district court judges to designate clerks of court to hear jury excuse applications.

• Requires clerks of court to report names, addresses, and personal information of persons excused from jury duty due to non-citizenship to the State Board of Elections quarterly for voter roll maintenance.

• Establishes procedures for county boards of elections to remove non-citizens from voter rolls within 30 days of receiving State Board reports, with a 30-day notice period and opportunity for voters to object.

• Expands post-election audit reporting requirements to include summaries of audit results, detailed descriptions of audits conducted, systemic issues identified, public participation, and recommendations, due to legislative committees within 10 business days.
