Exempts students enrolled in the North Carolina School of Science and Mathematics and the University of North Carolina School of the Arts from paying fees for Advanced Placement course registration and examinations, regardless of exam scores achieved.

Appropriates $90,000 in recurring funds for the 2021-2022 fiscal year to the UNC Board of Governors to cover Advanced Placement fees for eligible students.

Requires the UNC System Office to submit annual reports by December 15 to the Joint Legislative Education Oversight Committee, including student enrollment numbers, demographic data by gender and race, exam performance information, and state funds expended.

Directs the initial report to be submitted by December 15, 2022, covering data from the prior fiscal year.

Takes effect July 1, 2021.
