Statewide emergencies expire after 7 calendar days unless the Governor obtains majority concurrence from the Council of State within 48 hours of contact.

If the Council of State approves, the emergency declaration expires after 45 calendar days unless extended by General Assembly enactment; the Governor cannot issue substantially similar declarations based on the same events if not extended.

The Governor must notify affected local authorities immediately when exercising emergency powers and obtain Council of State concurrence for such powers, with duration expiring per G.S. 166A-19.20.

The State Health Director may order quarantine or isolation of classes or categories of persons for up to 7 days without court order, but statewide orders require Governor notification and Council of State concurrence before court extension.

The Secretary of Health and Human Services may order abatement of statewide imminent hazards for up to 7 days; extensions up to 30 days require Governor notification and Council of State concurrence.
