Authorizes Gaston, Lincoln, and Mecklenburg Counties to create the Mountain Island Lake Marine Commission through joint resolution to manage the lake extending from Cowans Ford Dam to Mountain Island Dam.

Establishes a seven-member governing board with Gaston County and Mecklenburg County each appointing three commissioners and Lincoln County appointing one commissioner, with staggered three-year terms.

Grants the Commission authority to hire staff, contract for services, obtain equipment and vessels, construct boat docks and navigation aids, and maintain facilities to enhance public safety on Mountain Island Lake and its shoreline area within 1,000 feet of full pond elevation.

Requires participating counties to contribute equal annual financial support to the Commission unless modified by joint resolution, and allows counties to withdraw with 90 days written notice at the end of any budget period.

Requires the Commission to hold meetings rotating equally among all three counties and comply with North Carolina's Open Meetings Law.
