Requires applicants for concealed handgun permits to submit a copy of a current and valid photo identification (North Carolina driver's license or special identification card) to the sheriff.

Mandates that concealed handgun permits include a photo from the submitted photo identification, along with the applicant's signature, name, address, date of birth, and driver's license identification number.

Requires permit renewal applicants to also submit a copy of current and valid photo identification as part of the renewal process.

Directs the State Bureau of Investigation to adopt rules establishing the size and placement of the photo on the permit certificate, which shall be approximately the size of a North Carolina driver's license.

Takes effect October 1, 2021, and applies to permits issued or renewed on or after that date.
