Authorizes the City of Durham to use public funds to make grants to businesses and nonprofit organizations that serve the public interest and well-being of the Durham community.

Requires grantees to be engaged in essential services including child care, food and agriculture, critical retail, construction trades, transportation, personal care services, and nongovernmental social services.

Mandates that grantees must have continuously provided their essential service for at least two years prior to receiving a grant.

Requires grantees to submit a written statement under oath confirming they have no overdue tax debts at the State or local level.

Requires the City to establish policies for grant application evaluation, disbursement, oversight of grantees, specification of grant purposes, and verification that funds are spent as intended.
