Requires individuals seeking renomination as magistrates to complete both basic training and annual in-service training courses as prescribed by law.

Mandates annual in-service training of at least 12 hours per year covering civil and criminal magistrate duties, except in the year basic training is completed.

In-service training must address setting conditions of pretrial release, impaired driving laws, issuing criminal processes, issuing search warrants, technology, and orders of protection.

Authorizes the Administrative Office of the Courts to conduct training directly or contract with the School of Government at UNC Chapel Hill or other qualified educational organizations, with training available in person or online.

Becomes effective January 1, 2022.
