Adds new Section 39 to Article I of the North Carolina Constitution prohibiting condemnation of private property except for public use and requiring just compensation to be determined by jury at the request of any party.

Submits the constitutional amendment to voters at the general election in 2022 with a ballot question asking whether to approve the amendment.

Amendment becomes effective upon certification by the State Board of Elections and applies to all property takings after that date.

Amends G.S. 40A-3 to replace "public use or benefit" language with "public use" throughout sections governing who may exercise eminent domain power.

Specifies that land condemned for liquid pipelines must be 50-100 feet in width and comply with G.S. 62-190(b), while natural gas pipeline right-of-way cannot exceed 100 feet in width.
