Lowers the lead hazard threshold in drinking water for young children in North Carolina from 15 parts per billion to 10 parts per billion under the Childhood Lead Poisoning Prevention statute.

Extends lead exposure protection to approximately 30,000 young children in child care settings through the stricter standard.

Requires the Commission for Public Health to adopt temporary and permanent rules to implement the new lead concentration limits.

Clarifies that the changes do not affect public water systems, which remain regulated under federal Safe Drinking Water Act and EPA Lead and Copper Rule requirements.

Becomes effective December 1, 2021.
