Permits creation of a single conference composed solely of qualifying high schools in Onslow County, with all rights and privileges of other conferences within the designated athletic organization.

Defines "qualifying high school" as a high school with average daily membership of 800 students or more in the 2019-2020 school year.

Requires at least six qualifying high schools within a geographic region to establish a conference, which must be open to all qualifying schools in that region and optional for participation.

Allows schools joining a conference by 30 days prior to the 2021-2022 school year to withdraw without penalty from previously entered scheduling contracts for that season.

Applies only to Onslow County and becomes effective when enacted.
