Repeals subsections (c), (d), and (e) of G.S. 115C-431, which previously allowed local boards of education to file legal action challenging capital outlay fund appropriations.

Adds new subsection (f) to G.S. 115C-431 making county commissioners' decisions on capital outlay fund appropriations final after mediation, with no right for local boards to sue over fund sufficiency.

Amends G.S. 115C-432(a) to reference the appeal procedure's conclusion rather than specifically mentioning the capital outlay fund appeal process.

Effective upon enactment and applies to budget ordinances adopted on or after the effective date.
