North Carolina General Assembly urges Congress to propose a constitutional amendment stating "The Supreme Court of the United States shall be composed of nine Justices."

Resolution asserts that an independent Supreme Court is essential to America's system of checks and balances and that the Court has been composed of nine Justices for more than 150 years.

Prohibits the President and Congress from undermining Supreme Court independence by changing the number of Justices on the court.

Secretary of State shall transmit the resolution to North Carolina's Congressional Delegation, the Speaker of the U.S. House, the U.S. Senate Majority Leader, and presiding officers of all 50 state legislatures.

Resolution becomes effective upon ratification.
