Appropriates $1,000,000 in nonrecurring funds from the General Fund to the Department of Information Technology for the 2020-2021 fiscal year for broadband mapping.

Designates the Department of Information Technology as the sole source provider of broadband mapping for all State agencies.

Requires the Department to prepare and maintain statewide broadband maps incorporating current and future federal data along with State data to identify broadband distribution and access capabilities and needs.

Establishes the Office of Broadband Infrastructure as the designated agency to receive and disburse all State, federal, and private grants, gifts, or matching funds intended for broadband mapping purposes.

Funds received for broadband mapping shall remain unexpended until appropriated by an act of the General Assembly.
