Requires all North Carolina state agencies, state agency licensing boards, and occupational licensing boards to verify applicants' immigration status before providing any public benefits, effective January 1, 2022.

Mandates use of the Systematic Alien Verification for Entitlements (SAVE) Program through memorandum or computer matching agreements with the Department of Homeland Security to conduct immigration status verification.

Prohibits public benefits to aliens unless they are qualified aliens under federal law, nonimmigrants, or paroled into the United States for less than one year.

Requires all agencies and boards to report implementation progress to the Joint Legislative Oversight Committee on General Government no later than December 1, 2021, and annually thereafter.

Allows private enforcement through civil actions for declaratory and injunctive relief, with prevailing parties entitled to reasonable attorney's fees and court costs, plus civil penalties up to $10,000 per day for non-compliance.
