Division of Motor Vehicles shall offer remote conversion of full provisional licenses to North Carolina residents deployed out-of-state as members of the U.S. Armed Forces, effective October 1, 2021.

Provides a legal defense against driving with an expired driver's license if the person was deployed when the license expired and obtained a renewed license within 30 days of returning from deployment, effective December 1, 2021.

Waives late fees for motor vehicle registration renewal if the person was deployed when registration expired and obtained renewed registration within 30 days after deployment ended.

Late fees that would otherwise apply are $15 for registrations expired less than one month, $20 for one to two months, and $25 for two months or greater.
