Removes Lincoln County from North Carolina's motor vehicle emissions inspection program, reducing covered counties from 22 to 21.

Requires the Department of Environmental Quality to submit a proposed State Implementation Plan amendment to the U.S. Environmental Protection Agency for approval by December 31, 2021.

Takes effect on January 1, 2022, or 60 days after the EPA approves the State Implementation Plan amendment, whichever is later.

Applies to motor vehicles inspected or due to be inspected on or after the effective date.

Requires the Department of Environmental Quality to notify emissions inspection license holders and stations in Lincoln County of the effective date through website posting and written or electronic notice.
