Authorizes appropriations from the General Fund and federal funds for state agencies, departments, and institutions to accelerate North Carolina's recovery from the COVID-19 pandemic for the 2021-2023 fiscal biennium.

Designates the act as the "Pandemic Recovery Act of 2021."

Incorporates the State Budget Act (Chapter 143C of the General Statutes) by reference and applies the bill's provisions only to funds and activities during the 2021-2023 biennium, except for statutory changes intended to have longer-term effects.

Provides that if any section is declared unconstitutional or invalid, it does not affect the validity of the remainder of the act.

Becomes effective July 1, 2021.
