Authorizes appropriations from the General Fund and federal funds for pandemic recovery purposes for the 2021-2023 fiscal biennium ending June 30, 2023

Establishes the act as the "Omnibus Coronavirus Relief Act of 2021" to provide relief from the effects of the COVID-19 pandemic

Incorporates by reference the State Budget Act (Chapter 143C of the General Statutes) and its provisions remain in full force and effect

Limits most textual provisions to apply only to funds and activities during the 2021-2023 fiscal biennium, except for statutory changes intended to have longer-term effects

Becomes effective July 1, 2021, with any unconstitutional or invalid sections not affecting the validity of the act as a whole
