Authorizes the City of Greensboro to establish a race- and gender-neutral Small Business Enterprise (SBE) program to promote small business development and increase small business participation in city contracts.

Allows the city to set bid and proposal specifications with subcontracting goals and good-faith effort requirements, and to refuse contract awards to bidders who fail to comply with SBE program requirements.

Authorizes the City of Greensboro to employ civilian traffic investigators to investigate property damage traffic crashes only, with law enforcement officers investigating crashes involving personal injury or fatalities.

Requires civilian traffic investigators to complete training designed by the Greensboro Police Department in consultation with the North Carolina Justice Academy, followed by at least four weeks of field training with an experienced law enforcement officer.

Prohibits civilian traffic investigators from carrying weapons or making arrests, requires them to wear uniforms distinctly different from police uniforms, and restricts their vehicles from using blue lights (red and amber lights permitted).
