Requires counties and cities to develop a process allowing law enforcement officers, judges, magistrates, district attorneys, public defenders, and federal prosecutors to request removal of their personal information (physical address and phone number, but not name) from county and city websites.

Requests for removal must be made in writing and include the requestor's name, proof of eligibility, and specific personal information to be removed; removed information cannot be republished unless the requestor provides written revocation.

Removal requests and revocations are not public records and must be kept confidential by counties and cities, though the personal information itself remains a public record if otherwise subject to disclosure under North Carolina law.

Counties and cities and their officers, officials, employees, and agents are granted immunity from liability for good faith implementation of the removal process, with limited exceptions for actions outside the scope of official duties.

Modifies county and city personnel records law to clarify that residence information, emergency contact information, and certain identifying information for sworn law enforcement officers shall not be disclosed except under specific public records exceptions or for personal safety reasons.

Counties and cities must implement the required removal process by October 1, 2021.
