Authorizes appropriations from North Carolina's General Fund and federal funds to state agencies, departments, and institutions for COVID-19 pandemic recovery purposes for the fiscal biennium ending June 30, 2023

Establishes the appropriations as the maximum amounts necessary to provide services required to accelerate the state's continuing recovery from the coronavirus pandemic

Designates the bill as the "Pandemic Recovery Act of 2021"

Applies textual provisions only to funds appropriated for and activities occurring during the 2021-2023 fiscal biennium, unless provisions clearly indicate intent to extend beyond that period

Becomes effective July 1, 2021
