H313 - 2021 Pandemic Recovery Appropriations Act

• Authorizes appropriations from the State General Fund and federal funds to state agencies, departments, and institutions for COVID-19 pandemic recovery for the fiscal biennium ending June 30, 2023

• Establishes that appropriations are for maximum amounts necessary to provide services required to accelerate North Carolina's recovery from the coronavirus pandemic

• Incorporates the State Budget Act (Chapter 143C of the General Statutes) by reference and makes all textual provisions applicable only to the 2021-2023 fiscal biennium unless intended otherwise

• Includes severability clause stating that if any section is declared unconstitutional or invalid, it does not affect the validity of the act as a whole

• Takes effect July 1, 2021
