H32 - Equity in Opportunity Act Summary

• Expands the Opportunity Scholarship Grant Program by increasing maximum scholarship amounts from $4,200 to 70% (later 80%) of average state per pupil allocation, and raises income eligibility threshold to 150% of federal free or reduced-price lunch program requirements.

• Establishes Personal Education Student Accounts for Children with Disabilities, providing scholarships up to $9,000 annually ($17,000 for students with certain disabilities like autism, hearing impairment, or intellectual disability) to cover tuition, tutoring, educational technology, and related services at nonpublic schools.

• Appropriates $16,043,166 in nonrecurring funds for fiscal year 2021-2022 and $17,043,166 to $26,043,166 annually through 2031-2032 to fund the Personal Education Student Account program.

• Authorizes counties to appropriate up to $1,000 per child to supplement K-12 scholarships for students receiving state-funded scholarships and attending nonpublic schools within the county.

• Repeals the prior Special Education Scholarship Program for Children with Disabilities and consolidates related funding into the new Personal Education Student Account Fund Reserve.
