Creates new criminal offense for public officials who interfere with law enforcement officers by causing them to refrain from enforcing laws, defending citizens, or protecting property, with penalties of up to $10,000 fine and 7-30 days incarceration per incident.

Exempts sheriffs, chiefs of police, and other law enforcement supervisory officers from this offense when making tactical, law enforcement-related decisions.

Allows public officials who violate the interference statute to be charged as accessories after the fact to any crimes protected from enforcement, and establishes civil liability for damages resulting from such violations.

Provides civil and criminal immunity for law enforcement officers using reasonable force in good faith to enforce laws and defend citizens and property, with any resulting death or injury attributed to the resisting individual.

Requires immediate restoration of all state and local government statues, memorials, and monuments removed or damaged prior to enactment, with expenses borne by individuals responsible for the damage or removal, and establishes Class 1 misdemeanor penalties for willfully violating monument protection provisions.
