Updates the effective date process for administrative rules by changing the delayed effective date to the later of September 1 of the calendar year or the day of adjournment of the session when no bill disapproving the rule is enacted.

Designates the online version of the North Carolina Administrative Code published on the Office of Administrative Hearings website as the official publication and removes the requirement to publish printed copies.

Repeals G.S. 150B-21.25 and updates the Model Code of Judicial Conduct for State Administrative Law Judges to reference the American Bar Association Model Code dated August 2018 instead of August 1998.

Clarifies occupational licensing law by expanding the definition of "applicant" to include persons applying for licensure from either occupational licensing boards or State agency licensing boards.

Sections 1, 2, and 3 become effective January 1, 2023, while remaining sections become effective upon enactment.
